Senate Minority Leader Steve Hershey sharply criticized Governor Wes Moore after the governor publicly acknowledged discussing Maryland’s proposed congressional map with judges, calling the remarks “extraordinary and inappropriate” and raising concerns about the separation of powers.

Hershey’s comments came the same day the Maryland House of Delegates passed House Bill 488, a partisan congressional redistricting proposal approved largely along party lines. The bill would redraw Maryland’s eight congressional districts and now moves to the Senate, where its future remains uncertain.

In a statement following the governor’s media appearance, Hershey said Marylanders deserve transparency and respect for institutional boundaries, emphasizing that the executive branch should not attempt to influence the judiciary on matters likely to face legal challenge.

“If Governor Moore believes his map is lawful, he should defend it openly and on its merits — not pressure the judiciary behind the scenes,” Hershey said. “Marylanders deserve a governor focused on the people and the process, not one auditioning for national political favor at the expense of our institutions.”

Hershey also questioned which judges the governor had contacted, warning that such actions risk undermining public confidence in the rule of law. He noted that similar conduct in past redistricting battles has drawn bipartisan criticism for blurring constitutional roles.

The bill now heads to the Senate, where Bill Ferguson and the Democratic leadership have expressed reservations about mid-decade redistricting, citing legal risks and potential political consequences. Debate over the map is expected to intensify as the legislative session continues.
