Senate Republicans Introduce Bill to Roll Back Vehicle Registration Fee Hikes

Annapolis, Md.:

Maryland Senate Republicans have introduced legislation aimed at reducing vehicle registration fees that increased sharply in recent years.

The proposal — Senate Bill 896 — is led by Senate Minority Leader Steve Hershey and would roll back registration costs for passenger cars, motorcycles, and trucks, largely restoring rates to early 2024 levels. The increases, enacted through state budget legislation in 2024 and 2025, raised registration fees by roughly 60–70 percent beginning July 1, 2024.

Senator Hershey said the legislation is intended to provide relief to Maryland residents and small businesses already facing rising costs.

“Maryland families are paying more than ever simply to stay compliant drivers,” Hershey said. “At a time when households are already dealing with rising costs for energy, housing, and other essentials, the state should not be making it more expensive simply to drive to work, school, or run everyday errands.”

Providing Relief for Maryland Drivers

During a hearing before the Senate Judicial Proceedings Committee, Hershey described the measure as a practical step toward easing financial pressure on drivers.

“This is a straightforward, measurable relief for Maryland drivers and small businesses,” Hershey said.

Under current law, Hershey noted that a typical Maryland family pays about $191 annually in registration-related charges. The proposed legislation would reduce that cost to approximately $116 per year, saving many families around $75 annually.

Hershey also pointed out that even with the proposed reduction, Maryland motorists would still pay more in registration fees than drivers in several neighboring states.

Reviewing the Fee Increases

The registration increases were included in budget reconciliation legislation intended to address funding gaps in the Maryland Transportation Trust Fund, which finances highway construction, transit systems, and other transportation projects.

Hershey said the fee hikes did not receive the type of standalone legislative discussion they warranted.

“This type of vehicle registration fee increase was not something that was even discussed or certainly agreed upon” by a prior transportation commission reviewing the trust fund’s finances, he said during the hearing.

He added that lawmakers should revisit the issue while continuing broader discussions about transportation funding priorities.

“This is a commonsense step toward easing the burden on Maryland drivers while lawmakers continue broader conversations about how the state funds and prioritizes transportation projects,” Hershey said.
